RIVERSIDE - Superior Court Judge Walter H. Kubelun doesn't speak about foster care from a distance.
A few years ago, one of his son's childhood friends was struggling in his placement home. Kubelun and his wife invited the boy on a weeklong family camping trip. By the end of the trip, things were unraveling for the teen.
"We told him, 'You know, we don't want you to go back in the system. If you need help, let us know.'"
