RIVERSIDE - In fifth grade, Superior Court Judge Francisco Navarro turned a backgammon case into his first briefcase. His teacher had assigned government jobs to the class, and Navarro was named "attorney general."

He carried the wooden case to school, doling out "citations" when classmates broke the rules. It was the first time he imagined himself as a lawyer.
