MONTEREY PARK - To reach Pitcairn Island -- a British territory in the South Pacific -- Superior Court Commissioner Juan M. Valles II traveled to Tahiti and then Mangareva in French Polynesia. From there, he boarded a cargo ship that makes the journey only four times a year, enduring a 36-hour voyage. Pitcairn has no airport and no port.
