TORRANCE - For much of his legal career, Superior Court Judge Tony J. Cho worked in courtrooms where outcomes were often shaped before the judge spoke.

As a deputy district attorney conducting 70 jury trials, including murder and domestic violence cases, and later as a misdemeanor judge, he said he operated within a system driven largely by attorneys, where negotiations and procedural decisions unfolded in advance.
