SAN RAFAEL - Marin County Superior Court Judge Mark Talamantes seems like your typical California judge in a black robe, except for the cowboy boots peeking out from the bottom. His footwear is a reminder of his Texas roots, where his family goes back three generations.

Now a longtime resident of Marin County, Talamantes is its first Latino judge and presides over a civil calendar, including small claims appeals.... (continued)
