SANTA BARBARA - On a recent humid Monday afternoon in a 12 by 17 foot trailer doubling as juvenile court, Judge Denise de Bellefeuille offered a word of encouragement here and a splash of reinforcement there for wayward youth standing before her, many struggling through growing pains and filled with teenage angst.
