OAKLAND - In her early years on the bench, U.S. District Judge Phyllis J. Hamilton drew national attention for handling high-profile trials that proved fodder for two different Law & Order episodes. Though she still has cases of great public interest, her management of complex cases and multidistrict litigation with dozens of parties has defined the second half of her tenure.
