LOS ANGELES - When Judge Ricardo A. Torres was presiding judge of Los Angeles County Superior Court, he spent a good chunk of time on administrative duties. But that was 1991. Now, 17 years later, the first Hispanic judge to lead the state's largest trial court system hears nothing but long-cause jury trials - and that's the way he likes it.
