VAN NUYS - Coming to Los Angeles was the best decision Superior Court Commissioner Steff Padilla says she ever made.
It was 1991 and Padilla, then 30, decided to pack up YipYap, her Yorkie-Toy Poodle mix and leave Arkansas for the West Coast.
