OAKLAND - In the face of ongoing cuts to state courts, Judge Steven A. Brick has a simple tip for lawyers appearing before him: come to court prepared.

"I insist upon lawyers thinking through cases and setting time limits," he said. "We have to work harder to manage cases than ever before."
