MONTEREY PARK - Judge Julie Fox Blackshaw's pastel-colored courtroom at the Edmund D. Edelman Children's Court looks a lot like a classroom, with its bright education maps on the wall and neatly placed crayons on the litigant benches. The relaxed atmosphere is a far cry from the formality of federal court where Fox Blackshaw gained her trial experience as prosecutor with the U.S. attorney's office.
