MONTEREY PARK - In frustration, anger and despair, the teenager spiraled out of control one day in Commissioner Debra Losnick's dependency courtroom.
It took four bailiffs to restrain the 14-year-old, who threw herself onto the floor, arms flailing, recalled Principal Deputy County Counsel Bill Heath.
"I see plenty," Heath said, "and this was serious."
