SAN BERNARDINO - As a family court judge, Tara C. Reilly often must decide where children of divorcing parents will celebrate holidays.

Before Reilly took the assignment three and a half years ago, she expected Christmas would be the most fought-over holiday. But while Christmas is contentious, Reilly said another day is worse. In late October, both parents generally want their children for Trick-Or-Treating.
