LOS ANGELES - Every Saturday morning, long before much of the San Fernando Valley wakes for the day, Commissioner James D. Endman and his wife arrive at a local college for a private two-hour lesson in tai chi.
"It's very relaxing," Endman said of the Chinese martial art.
