POMONA - Judge Christian Gullón glanced at the file in front of him and then looked up at the shackled defendant.
Most of the in-custody defendants brought to Gullón's courtroom on a recent Thursday had spent a few days behind bars for driving on a suspended license, with prior convictions for drunken driving or repeated failures to appear in court.
