FRESNO -In deciding child custody cases, Judge D. Tyler Tharpe must sometimes choose
the lesser of two evils.
"Sometimes you have to decide between the bad parent and the worse one," said Tharpe,
who is supervising judge of Fresno County Superior Court's family law department.
