OROVILLE - As a freshman municipal court judge in the late 1980s, Steven J. Howell's courtroom was in a double-wide construction trailer.
"We called it Steve's Trailer Court," said Butte County District Attorney Michael L. Ramsey, who has known the Butte County Superior Court presiding judge since high school.
