SAN FRANCISCO - From a certain angle, Judge Susan M. Breall said the Youth Guidance Center of San Francisco County Superior Court could be mistaken for a psychiatric institution.

Faded checkerboard floors cover labyrinth-like hallways, and lines of tape in various colors adorn the interior walls to help direct newcomers to courtrooms.
