OROVILLE - Drug conspiracy cases rarely go to trial. Yet barely a month ago Butte County Superior Court Judge Kristen A. Lucena was presiding over the county's first such trial in more than 20 years.

Although prosecutors charged 23 defendants in connection with an alleged conspiracy to sell methamphetamine, they proceeded to trial against just one dealer because he was in custody and declined to waive time.<... (continued)
