HUNTINGTON PARK - Los Angeles County Superior Court Judge Loren Miller Jr. listens patiently as a woman with a baby in a stroller stands before him trying to explain why she has just unloaded a few choice expletives on a nearby clerk while trying to deal with a traffic violation.
"I was young, I was just out of school," the woman says. "I didn't have a job."
