SAN DIEGO - San Diego County Superior Court Commissioner Cindy Davis builds sand castles. It's not as much work as the houses she used to build on spec, and it's more fun.
Davis is a member of the Sand Wallowers, an amateur team of sand-sculpting enthusiasts that participate each year in the U.S. Open Sandcastle Competition in Imperial Beach, the commissioner's hometown.
