Timothy C. Brugh joined Pillsbury Winthrop Shaw Pittman LLP as partner in San Francisco and Palo Alto.

Brugh, who formerly served as vice president and West Coast director of fiduciary services at the Goldman Sachs Trust Company, joins Pillsbury's estates, trust & tax planning/private wealth practice in Palo Alto and San Francisco.

"Pillsbury's a top-tier firm with a global presence," he said. "I was excited by all of the resources and people that I thought would support the type of clients that I'd like to represent."

Brugh works with high-net-worth clients on wealth management, trust and estate planning and philanthropic strategies. He also has experience handling fiduciary administration for trusts, estates and private foundations.
Brugh began his career practicing law before transitioning to trust services in the finance industry. In his practice, he said he often worked with Pillsbury estates attorneys Kim T. Schoknecht and Jennifer Jordan McCall, representing mutual clients. Brugh served as senior vice president at Wells Fargo Private Bank before moving to Goldman Sachs. He said leaving Goldman Sachs was a "tough decision."

"I always thought I'd return to the practice of law, and I wanted to return to law while I still had enough of my career left to build out a substantial practice," he said.

Robert J. Kovacev joined Norton Rose Fulbright LLP as partner in San Francisco and Washington, D.C..

A tax controversy attorney, Kovacev handles tax disputes before the IRS and in trial and appellate courts. He has experience in tax and transfer pricing controversies, tax incentives and the economic substance doctrine. He also advises companies on research tax credits, particularly in the fields of robotics and artificial intelligence. He has previously served as lead trial counsel for the IRS.

Sharon Collier joined Severson & Werson APC as partner in San Francisco.

Collier represents international corporations, regional and local businesses and insured in commercial litigation matters. She has experience in contract disputes and claims for discrimination, trade secret misappropriation, breach of contract, unfair competition, intellectual property and personal injury.

Nandor B. Krause joined Severson & Werson APC as partner in San Francisco.

Krause has nearly 30 years of experience in litigation. Victoria Hassid was promoted to chief deputy director of California Department of Industrial Relations in San Francisco.

At the California Department of Industrial Relations, Hassid has served as deputy director of legislation and policy since 2015 and special counsel from 2012 to 2015. Prior to that, she was a deputy appointments secretary in the Office of the Governor and a summer law clerk at the U.S. Environmental Protection Agency.

Thomas Hill joined Holland & Knight LLP as partner in Los Angeles.

Hill focuses his practice on management-side employment law, specializing in the defense of complex wage and hour litigation. He has served as lead counsel in more than 600 civil lawsuits as well as more than 250 adversarial proceedings.

Christina Tellado joined Holland & Knight LLP as partner in Los Angeles.

An employment and labor lawyer, Tellado has experience in wage and hour, discrimination and harassment and trade secret and non-compete matters. William Hughes joined Orrick, Herrington & Sutcliffe LLP as partner in San Francisco.

Hughes will co-head Orrick's capital markets practice. He specializes in securities offerings, counseling public and late-stage private companies and advising companies on securities law compliance. He has extensive experience handling initial public offerings and other registered offerings. Siegmar Pohl joined Kilpatrick Townsend & Stockton LLP as partner in San Francisco.

Troy Van Dongen joined McDermott Will & Emery LLP as partner in San Francisco.

Van Dongen focuses his practice on state and local tax controversies, particularly property taxation. Susan B. Myers was promoted to chief counsel of California State Lottery.

Myers has been an adjunct professor at the Willamette University College of Law since 2018 and senior manager and corporate counsel at the Lam Research Corporation since 2017. She was an adjunct professor at Chapman Law School in 2016. Prior to that, Myers was director and associate general counsel at Hyundai Capital America.
